when was the last time you changed the oil in it.

My guess would be the fluid is not moving or not being pumped. If it has set for a few years dry it may have a seal (or two) dried up and can't build up any internal pressure to move the fluid even though the pump is running.

Might want to disconnect one of the line just to make sure fluid is moving.

Might also have air in the system.
