Meyer e60 has no pressure
but enough pressure to angle either direction.
Motor gets hot. Will new brushes help?
relief valve is screwed all the way in.
Is no pressure a bad motor? or a bad pump?
How do I diagnose further?

Fluid is full. It doesn't angle while lifting.
It angles with the switch both ways. Not by hand.
It only lifts an inch or two and shows no pressure on the gauge.
The relief valve is screwed all the way in. Filters are clean.
The motor gets Hot trying to lift. Will new brushes fix the overheating?
Would the overheating mean the motor is weak, being the problem?

Does the coil swollen or smell burnt ?

Remove the valve and make sure the valve slides in the bore. You can do this with a small screwdriver inserted into the valve
inspect for debris
Then if not or you can’t free it up
Replace B valve and retest

That is where I have the gauge.
Less than 200 psi @ the filter on the back of the block.
Yes I wish I had 2000-2500 psi.
There is flow because it turns left and right with the switch.
Is it the motor? or pump not giving pressure?
How do I test the motor?
How do I test the pump?

You are testing the pump. make sure you are testing at the main filter port, not the "A" valve filter.I prefer to check at one of the angle hoses. Does the motor speed seem normal? Is the pump "deadheading"? This is the groans they make the same as when you go full angle, or full raise, but keep the switch on, you hear the motor overloading.. I doubt motor brushes are your problem. Have you removed and inspected the pump pressure adjustment spring and assembly?

Yes as I said many times, I am testing the pressure threw the main filter port on the back of the block. The Angle hose is after its angle valve. The Main filter is before all the valves and more accurate according to the Meyer flow chart.
Motor sounds normal while it keeps trying to lift and does not sound like when it is fully turned or fully lifted. Not deadheading when trying to go up but does change noise when plow turns fully.
As for the brushes, I was talking about it getting Hot and wondered if brushes would help it run cooler.
As I said in the original post the pressure relief valve is screwed all the way in, trying to get the pressure to 2000 psi.

OK, if pump/motor "sounds" normal, and still "deadheads" on full turn, then I would doubt your pressure gauge.
BUT, other things- make sure "A" valve is not stuck open, or has garbage holding it open.
Make sure drop speed adjuster is not run all the way in.
Could have a bad piston seal on the ram.
And, there are other possibilities.
Did this pump get water in it, and freeze, perhaps?

The gauge is in the filter port, so It is either the motor, pressure relief valve, or pump. If a valve was stuck open it would not operate properly. Everything works right but doesn't have the pressure to lift. I think the motor doesn't turn fast enough to make pressure to lift.
