power to controller?

Does the motor run?

Check the voltage at the coils which operate the
solenoid valves to be sure that the voltage at the coils is a
minimum of 9-1/2 volts DC

Hydraulic fluid level low
Crossover pressure relief valve setting too low
Spool valve sticking or stuck
Low or no current available at angle solenoid
Angle solenoid coil inoperative
Angle cylinder binding or bent
Pick-up tube not submerged in fluid
Crossover relief valve sticking or stuck.

motor will not run,
Motor brushes worn/commutator worn or dirty
Seal between motor and pump damaged
allowing oil to enter motor housing
Circuit breaker failed
Motor solenoid failed
Motor seized
